Thank you for visiting this page for information surrounding our community enhancements and Local Law requirements mandated by the City of New York.

As you know, significant efforts are underway to improve Kips Bay Court. This page will keep you informed with real time updates on any projects currently in progress at Kips Bay Court. We understand for residents, occasional noise can be a bit disruptive, we apologize for any inconvenience that you may be experiencing. During this time of transformation, please know your comfort and well-being will remain our #1 priority.

 

Project: Local Law 11 Balcony & Façade Work
Overview: This phase of Local Law 11 work involves inspections and repairs to our balconies as well as the inspection and repairs to our building façade where needed. While this work is ongoing, your balcony will remain a NO-Access Zone and off limits.

    • Access to your balcony may be restricted by a lock installed on the outside of your balcony door.
    • You will not be allowed to access your balcony for any reason until we notify you that you can resume using it.
    • All personal items will need to be removed from your balcony, including wall fixtures and astro turf.
    • We encourage you to keep your shades/blinds down and windows closed during these inspections and while repair work is ongoing for additional privacy and to lessen dust impact, 9am-5pm, Monday-Friday.

    • 3.22.24 Update
      • Balcony Lines 484-A & 490-B will be closed for Balcony Repairs
        starting 3/26.
      • Balcony Lines 470-C & 484-F will be closed for Balcony Repairs
        starting 3/28.
      • Current balcony lines closed in the 460 cluster: 460-A, F, E / 470-
        B, E, F.
      • Current balcony lines closed in the 480 cluster: 484-B / 490-A & F.
      • Current balcony lines closed in the 500 cluster: 500-15E to 20E /
        510-16C & 16E / 520-B / 520-2E to 16E.

 Latest Updates: Local Law 11 Façade Work

    • 3.22.24 Update
      • Areas of Façade (face of building) repairs are: 460 & 470 the entire
        complex, 484-A, B & C lines, 490-A, B, E & F lines.
      • Residents occupying surrounding lines that are undergoing façade
        repairs, please note that you will also be impacted by loud
        vibrations from these repairs.

FAQs

    • How long will I be impacted?

      • Phase 1: 500 Cluster, anticipated to be completed within the month of April 2024.

      • Phase 2: 460 Cluster, anticipated to be completed by late summer, 2024.

      • Phase 3: 480 Cluster, anticipated to be completed by late Autumn, 2024.

         

    • Why is this happening now? Local Law inspection and due dates are regulated by the NYC Department of Buildings.

       

    • Where is the noisy work? The noisy work is within any building undergoing Local Law 11. Due to the vibrations into the building’s core columns, multiple units at a time can be affected.

    • How noisy will this work be? There will be intermittent drilling stage Red to Yellow Level Noise which depends upon how far or near the impacting location is to your window/unit. Local Law 11 workers will try to minimize it as much as possible. We apologize for the inconvenience.

    • Will Local Law 11 Contractors be drilling into the façade right outside of my apartment? Possibly, yes. This work can be very loud but will only be done during regular business hours of 9am-5pm, Monday – Friday. If you are hearing drilling outside of these hours, then please contact kips@beamliving.com.

    • How do I know when Local Law 11 workers are expected to be outside my window? You will see ropes from the rig/hoist going past your window and can prepare accordingly by closing your window & blinds.

    • Is there a quiet place to work during construction hours? Yes, you can utilize the 500 Quiet Space. Please bring a photo ID to the 500-concierge desk in exchange for a unit key to access the space. Open from 8:30AM-5:30PM, Monday through Friday, expect major holidays.

    • How will my balcony be affected? Balconies will be covered with protective netting to prevent large debris from entering and allowing the use of them during the façade repairs. Additionally, all balconies require interior inspections and repairs by NYC, which may occur at any time during when your balcony line is closed. There will also be a strong scent during final application of the cement primer and paint to your balcony.

    • What area are balcony repairs starting? Balcony repairs will be conducted on the entire line of your unit, there is no say where in the line the Local Law 11 team will be working.

    • When will the protective netting be removed from my balcony? The protective netting will be removed after the Local Law 11 site safety engineer and NYC building inspector deem the work to be completed surrounding your building cluster. This process can be time consuming.

    • When will my wood pavers be removed? If your balcony has wood pavers supplied by the building, then they will be permanently removed during the balcony inspection, this is due to safety concerns. The wood pavers will be replaced with tan traffic coating after the repairs are completed on your balcony.

    • Will there be courtyard access? The 500, 480 & 460 courtyards will remain a NO ACCESS ZONE until work is completed for the surrounding clusters.

    • Will there be Basketball / Tennis court access? The court is a NO ACCESS ZONE until Local Law 11 work is completed in the 500 cluster, anticipated for the month of April, to all Non-Local Law 11 workers and Kips Bay Court Staff.

    • Alternate Amenity Locations:

      • PingPod, located 335 E 27th St, New York, NY 10016 (for a fee).

      • Bellevue South Park, located right behind the 480 and 460 building Cluster, which has a brand-new basketball court and dog park!

      • Vincent F. Albano, Jr. Park, located on the corner of 29th St. & 2nd Ave, has two (2) pickleball courts and a playground.

      • Peter’s Field, located on E. 20 St. to E. 21 St., 1 Ave. to 2 Ave, has complimentary basketball courts.

      • The Asser Levy Recreation Center, located off 1 Ave. & E. 25 St. has a complimentary track, basketball court, handball court, tennis court & outdoor pool. The Recreational center also has an indoor pool, fitness center and fitness classes free to those 24yrs and younger. If you are between the ages of 25-61 then there is a 6-month option for $75 or a 1-year option for $150. If you are above the age of 62, a veteran, or have a disability, you can sign up for a 1-year membership totaling $25.
